Any process that uses openssl.so should need a restart to use the new libraries. You can use something like
# lsof /usr/local/ssl/lib/lib[cs][rs]*.so
or
# fuser /usr/local/ssl/lib/lib[cs][rs]*.so
if you also use /usr/local/sbin/sshd, that'd be the first to restart
