Setting the delay time between failed login attempts.

I have several 11.23 Trusted Mode installs.

One of our admins is getting ready to move to SMSE .

Once SMSE is installed, is there a file that can be manually configured (rather than using SAM) to set the delay time between failed logins?

Does the time matter if you are limited to N failures?
