ML530 G2 and Remote Insight Lights-Out Edition II Board

I just installed a Remote Insight Lights-Out Edition II board. The board seems to function ok but the virtual power does not. It will not shutdown or power up the server. This is a new kit, part number 227251-001. I connected the 30-pin internal cable. This is the status

The folks here get upset when this server is offline so I would like to gether all suggestions for the next available downtime.

Which Operating System you have on the server?
Are you trying to use Virtual Power when server is booted into Operating system?

Is Virtual Power functionality working during the boot process of server? Is Riloe II giving any error message (like failed to power on etc)?

I am using Linux os.
If I understand RILOE II should power up/down the server even if no os is installed.
In RILOE II web interface virtual power buttons are available.
Activating any of the buttons changes interface to ask for confirm or cancel.
Confirm changes interface to message that power up/down is in process and the interface refreshes every couple of seconds but the state of the server never changes.
This happens if the server is powered up or down.
As far as I know the RILOE II functions ok for every thing else.
Remote console works fine.
