HPONCFG requires latest ILO interface driver to interact with ILO at firmware level.

Are you able to log in to ILO using web interface?
what is the exact command that you are trying while running the HPONCFG script.
are these ILO ip addresses are pingable?
check this thread for create new script to reset the ILO

1) Create a file, say network_reset.xml, with the following content:

2) Then run hponcfg /f network_reset.xml.

I'm able to connect via the web interface to the Rilo and ping the ip.
I'm running a couple xml files against the rilo and here are some of the commands I'm running:
The scripts work great against the ilo and ilo2, but not against the Rilo 2. I haven't tried the network reset yet. Any other suggestions?

I had similar issue on one of my servers long back and it got resolved by updating ILO interface driver and firmware but in your case it is RILOE.
I don't have RILOE in my setup otherwise I would have tested the HPONCFG configuratino for you but I'm sure by tweaking with scripts would do the JOB. refer to HPONCFG guide.
I will keep you posted if I find something.

I tried running the network reset and this was my results. Looks like it's not even running the utility to execute the script?
C:\Program Files\HP\hponcfg>hponcfg /f network_reset.xml
Firmware Revision = 1.21 Device type = RILOE II Driver name = cpqrib2
ERROR: Failure when trying to detect firmware flash.

Hope you are running HPONCFG on local machine where you have RILEO II card installed. it does not work remotely.
DL380 G4 comes with Integrated Lights Out (iLO) Standard Management so any specific reason for adding additional RILEO II card.
Did you power cycle the server and tried.
What is the RILEO driver version
It has to be 3.6.0.0 (E) (cp010898.exe)in order work with HPONCFG
update the driver and restart the server.

I am running HPONCFG locally on the server where the RILOE II card is installed. Yeah, we should have just used the onboard ilo.
I tried rebooting the server after upgrading the Board Driver to version 3.6.0.0. Still get the same error.
I will try to run the CPQLOCFG.
Let me know if you have any other suggestions. Thanks.
