iLO power requirements
I'm troubleshooting a remote server that is powered down and is not responding to "power on" requests through iLO, yet iLO is working.
Does that mean I can rule out that the power to the server or the server's power supplies are the issue?
Thanks for any suggestions.

Since you can reach iLO for this server the problem is not power to the server. iLO will not function if at least one power supply is not connected to a valid source.
Per Jimmy, check the IML link from the iLO page to troubleshoot this further.
