Blank System Management Homepage

We are in the process of deploying over 70 new HP ML370 G4 servers. These all have the same hardware and configuration (2003 server). We are running Sims 5, Sp4, PSP 7.51A.
We have one server where the System Management Homepage comes up with a timeout error, and when we click OK, it comes up blank.
We could not uninstall this through Add/Remove programs, but finally worked out a way to do it. We reinstalled and have the same problem. This is the only server we are having this problem with. SNMP settings are all correct.

What can we do to get this to work? We can't think of anything else to try!

If you are positive SNMP settings are correct, then also check Version Control Agent is pointing to a Version Control Repository Manager.

I am sure the SNMP settings are correct and the VCA is pointing to the VCRM. Here is a little more information. When we try to open the homepage on the server itself, we don't receive the time out error, but still get a blank page. The address bar shows this, which I am assuming is where it is stopping, for some reason:

Ok, have you tried https://:2381
or https://:2381 do they give you the required result? Also have you tried to restart SMH and SNMP services?

Try adding this server to your trusted sites list in your browser and also try by passing the proxy server if the browser is configured through proxy.
Does it work if you browse to the above system from a different system?
