Hello,
I am building a new SIM 5.1 server and though I might try using a corporate signed certificate this time for the SIM server. I have generated the request, had our Security team sign it with our CA and I am trying to import it. I get this error:
Error importing signed certificate: file upload error
I found a similar post on this (which I actually responded to with some suggestions) but the person with the problem never got it fixed and my suggestions were, well, not benefiical.
So now I am stuck with this problem and wonder if anyone has ever encountered this problem and got it working.

Solution
This is an old post, I know, but I had this issue today and was able to resolve it.
We are using an internal Microsoft Certificate server. I downloaded the standard cert (DER encoded) and got the same error. I found that DER encoded did not work. I had to select the 'Base 64 encoded' option. I also had to select to 'Download certificate chain' in order for SIM to finally accept my cert.
