Checking HTTP Server Status

I get this error intermittently throughout the day when I open HPSIM. I have verified SNMP settings and have tried to access HPSIM through the internet, both failed. I was wondering what else I can try. It is HPSIM 5.2 SP2 upgraded from 5.1 SP2.
