Costumize startup screen for a user

Hi!
Wonder if there is some solution for administrator to restrict specific user to see all collection in the left pane in HP SIM.

I also want to know if an administrator can restrict a user so when the user log in the collection he/she is responsible comes up in maximum size??
(whithout intervention from the user)
