Custom Command not available under Tools

We're running SIM v5.1 and don't have the Custom Command option available under the Tools Menu. We do however have Command Line Tools and Custom Tools. Is there a component that is missing?

Custom Commands are created under the Custom Tools section.
There's a good section on Custom Commands in the User Guide which includes detail of the parameters HPSIM passes.
