HP Proliant insight agent and database servers problem

I have a microsoft cluster on two nodes with Progress database server running on top. After installing insight agent 7.60 on one node, the cluster still running but the Progress services did not start. I remember also that I have got the same issue with Oracle server on Windows. Please find attached the (netstat -a) output on both nodes. Any help please?
