HP SIM 5.0 SP5 Novell 6.5

All agent NLMs seem to be loaded and all where working when I made the home page for the server at :2301
verifed cpqhlth was loaded
and cqpsnmp was run.
After a server restart the webpage no lionger comes up.

Any ideas where to look to find the issue?
