HP SIM Custom Tool stderr: "The system cannot find the path specified"

Hey

 

When ever i try to run one of our custom tool i get following error: The system cannot find the path specified

 

The tool i calling a ".bat" file, but i have tried just calling notepad and i get same error.

I have tried run the command with many different users including administrators and i have giving the folder full permissions.
