HP SIM Tasks not running in Automatic Event Handler

I have HP Systems Insight Manager v 5.3.
I have two deployments.

On the Windows XP deployment the automatic tasks run every 5 minutes no problem.
The deployment on the Windows Server 2003 SE domain controller does not run all the time.

It appears to be spontaneous if I restart the SNMP service or disable/reenable the task.

Has anyone else had problems getting automatic event handlers to run on scheduled times?
