Is it possible to use HP SIM to monitor:
*HW status (disks, PSU, memory etc.)
*Virtual machines (outside view)
*Services and Applications running on the virtualized machine (inside view)
We have 250 PC's running different operating systems (NT4 sp5, win 2000, win 2003, XP, all with different SP and versions)
We are going to use VM ware workstation on the host machines.

Solution
If the base OS has agents available you can monitor hardware. e.g. they're available for Windows VMware ESX etc.
You can monitor guest OSes but only to a level of if they're there or not (e.g. ping) with just HPSIM.
You can enhance this to thresholds etc. with an add-on (HP VMM)
You cannot monitor services / applications in a virtualised server with HPSIM.
Not sure how well VMware Workstation is supported as a virtualised environment by HPSIM.

As far as I know, HP SIM server can be running a Virtual machine. However, A virtual HP SIM server doesn't support Remote Support Pack (RSP). This is a problem because HP SIM is taking over ISEE. ISEE will be officially discontiuned on June 1st.
