useradd and chkconfig are both in sbin, and they can both be used. I don't get why this is happening, I'm tempted to just give up and throw it in the trash -.-

Yes, I am logged in as root.

Using --nodeps seemed to work on the first rpm, but the rest just get more errors.

Since it's nothing important I will reinstall RHEL5 tomorrow and I'll get back to you then.

Sure. you can try installing update 1 or simple RHEL5. try full install.
