License Migration failed during Import. HP Performance Management Pack

I have not been able to upgrade PMP after version 4.02. Have tried every release since 4.02 but always with the same result: "License Migration failed during Import". Reinstall of 4.02 goes with no problem. Have just tried an upgrade from SIM 5.1 to 5.2 with PMP 4.7 with the same result. The PMP installation still returns with “License Migration failed during Import".

4.02 doesn't support my G5 servers so I decide its time to do an install from scratch: uninstall the SIM and PMP, remove the SIM and PMP database, clean the registry for SIM and PMP. SIM 5.2 installs OK but PMP 4.7 still comes with the "License Migration failed during Import" and the SIM finds no licenses for PMP, and of course PMP 4.02 does not find the new db on latest release. In with the backup tape and I am now back to SIM 5.1 and a PMP that goes no further than version 4.02.

My SIM server has an old "1 free licence" that came with a very early version of PMP. My other servers have a combination of purchased licences and use of some of the "5 included" licences that came with earlier upgrades of PMP. The SIM licence manager does not allow me to change these licences and the PMP upgrades do not migrate the licenses shown in PMP 4.02.

In one of my attempts I saw that the SIM licence manager acknowledged that I still had licences available (which must be some of the “5 free” that where not used). I applied these again just to try to get a valid upgrade of PMP with a license migration. All I succeeded in doing was registering all the licences as “used” in the SIM licence manager that are shown as “available” in PMP 4.02 and all attempts at upgrading the PMP still return with “License Migration failed during Import".

License export & import phase requires communication with SIM. May be you want to verify SIM & PMP credential.

Also, it would be more appropriate, if you share PMP installer files, hppmp.log & pmpdb.log, on this forum.

All installer log files are perfect & reflecting no issues, other than the License Import one.

Since license export/import phase requires communication with SIM, you may have to verify this part, by going through pmplog.txt (in PMP installation path). If this file is not there, create an empty file with same name & then restart PMP srvice to get clean log.

I thank you very much for taking an interest in my problem but this does not make much sense. If both the export (successful) and the import of the licences (the only failure) are dependent on successful authorization to the SIM, why should one succeed and one fail in the course of the same otherwise completely successful installation?

If I understand correctly the pmplog.txt must be created manually. I have already reinstalled PMP 4.02 (for the xxxx time) so I went the installation directory and found that PMP 4.07 created a new directory "Performance Management Pack" as apposed to previous updates that installed to "Performance Management Pack 4".

After my last uninstall of 4.07, there where 2 files remaining in the "Performance Management Pack" directory: pmpdatabase.props and clmlog.txt. The content clmlog.txt was interesting and shows clearly some kind of connection/logon problem:

Here is the pmplog.txt created in an upgrade from PMP 4.02 to 4.7. The installation went as described previously with â License Migration failed during Import". After the installation completed the PMP service was restarted 2 times before it was finally uninstalled and reinstalled with PMP 4.02.

The pmplog.txt shows that it takes over 5 minutes before the "HPSIM Service is accessible" and after that the "Login to HPSIM Web Service..." always fails even after the 2 restarts of the PMP service. (I see this also if I try to run the PMP configuration from the SIM, which always returns "web page not found".)

Does the connection for the license import time out during the installation because the HPSIM service takes so long to become accessible?

Is the "Login to HPSIM Web Service" failure a consequence of the failed license import even though all the other aspects of the installation are "successful"?

If so, is there a workaround to make the installation wait for a connection before it kills the license import?

Now I see that the HPSIM is not restarted until the "finished" button from the PMP installation is pressed. The license import problem during installation therefore seems to have nothing to do with a timeout while waiting for the HPSIM Service to be accessible.

License import phase requires SIM communication & it gets failed with the given credential.

Same logic is applied to PMP's behaviour during runtime, where it agian tries to connect to SIM & then failed, as specified in pmplog.txt.

So, can you please verify the SIM & PMP credentials ?

This is the same user and password that I use in the PMP installation and the same user and password that I use to sign on to the SIM when the PMP installation is finished. It works every time I install 4.02 and fails every time when I install any PMP release after 4.02. It even failed in the same way when I uninstalled the SIM and PMP, removed the SIM and PMP database, and cleaned the registry for SIM and PMP and installed SIM 5.2 and PMP 4.7. Everything installed OK except PMP: â License Migration failed during Import".
There must be some radical change in the installation procedure after PMP 4.02 that is affected by some setting on my SIM server. Why would the PMP installation have the authority to export the licences (and do everything else), with the only exception of being able to import them again?
