Monitor a service?
Can SIM be used to monitor a service on a windows server, any service, and then send an alert out if that service fails?

You can configure the Insight Agent to monitor processes and send a trap to SIM if the process stops.
On the server to go Control panel --> HP Management Agents then select the Process monitor tab
