PSP 7.30 Setup - "Setup is unable to load a setup DLL"

I am trying to upgrade psp 7.10 to 7.30 on a Windows 2000 SP4 machine. Most of the components fail to install and result in the following message:
Setup is unable to load a setup DLL

I have tried various setup techniques, and I have disabled numerous services in my attempts to install the PSP, but I have not found a way to instll the psp.

Any ideas?

Redownload the PSP perhaps?

Try running setup.exe from the PSP directly. That should fire up the Remote Deployment Utility and you can deploy the PSP from that.

Did you ever get a fix for this issue? We are seeing the same thing trying to update the ROM Bios

I was not able to solve this and ended up reloading the server with a fresh image.
