PSP 8.30

Since this was released, a newer Network Configuration Util. 9.80 was released. (CP011543.exe). Can I just copy this file to the source dir., delete the older one 9.70 (cp010846) and just run HPSUM?

I believe the PSP install is controlled by an XML file. So you'd probably need to extract that and edit it.

I edited the bp000610.cmd file and replaced cp010846.exe with cp011543.exe. but I do see with every CPxx file, there is an associated coxx.MNF file. Is this needed for the newer NCU?

mnf files are created by vcrm, nothing to do with HPSUM.
