Replication of Foundation Agent fails

When attempting to replicate the agent settings to a server, I recieve a failure on the Foundation Agents. The message states "There was an error processing the request to the agent, possibly due to a version conflict." Both the source and target server have had PSP 7.80 for W2K3 applied. Any ideas as to what is causing the failure?

I uninstalled and then reinstalled the agents on the target server. Tried to replicate the agents via SIM again and got the same results.
"There was an error processing the request to the agent, possibly due to a version conflict."
