SIM 6.3 install fails at Open SSH

I have a customer installing SIM 6.3 on a windows 2008 server. He is doing the install and when it gets to some of initial software components like Open SSH, it hangs at that piece. I called support and was told to try to install without Open SSH but need to understand if HPUX and EVA Command View Management windows servers will need this software to operate correctly. I saw in the notes that Windows uses it.
