Yes, HPSIM, Insight Management Agents (traditional SNMP stuff) and WBEM providers are free of charge, all can be found in a box packed with your server (agents and wbem providers are on SmartStart CD, HPSIM on Management DVD) or can be downloaded from HP website ... you need the license only for HPSIM plugins (such as Insight Control performance management, Insight Control virtual machine management etc.) ... HP SIM, agent, wbem providers come free.
you will also get 90- days global warranty support if it is bundled with any of those HP servers

Purchase Insight Control Suites (having 1-year 24x7 Technical Support embedded with the license purchase)
If the question is related to HP Remote Support Advance, it will be supported as it pertains to a Hardware Warranty or Hardware Contract.
HP Insight System Manager has a dedicated Care Pack, part # UR389E.
