have you installed VSE?
If yes, have you executed vseinitconfig -a?
If yes, try to perform it again. I had the same problem and this resolved.
Take a look of man page before to do that, but you should not have to loose any data...I hope :)

Here you can find the list of product that will be installed with VSE:

vseinitconfig with -a command do this:
Either of these options performs the initial configuration
of the VSE Management Software (this is also the default
function performed if no option is specified). This action
requires that HP SIM has been configured with the
mxinitconfig command and HP SIM must be running. This
command registers the VSE Management Software tools,
toolboxes, and actions with HP SIM, and also initializes the
VSE Management Software database.

Try upgrading the HP SIM 5.0 SP4 to SP5 and see whether this works...

Maybe you want to try this in case you haven't.
1. Stop the HP Systems Insight Manager service.
2. At the command line, type the following:
mxconfigrepo -f
3. Start the HP Systems Insight Manager service.
