Suspend or Resume Monitoring - "You are not authorized to access this page"

We are running SIM version 5.0.

A user has All Tools toolbox and authorization to the server / system group, can access "Options > System Properties > Suspend or Resume Monitoring..." menu item, but after confirming the targets in the first dialog page the message "You are not authorized to access this page" appears.

User cannot see the Suspend/Resume Monitoring link under the individual system's Links tab.

User is of course not a full CMS Admin - is there any way to make this work or is this in the same category as the "User can't clear events" bug/feature?

We have the same issue and I explicitly granted the users access to suspend/resume monitoring and they are still not allowed.
