System Management Homepage missing System configuration tools

I have SMH (2.2.3) running on 3 IA64 machines (1 rx2620 and 2 rx4640s). On the rx2620 I can see the system configuration menu (accounts, disks, kernel configuration, etc). However on the 4640s that menu is not there. I've been trying to figure out what I might be missing on the 4640s but have had no luck so far. Is there a bundle I could be missing?
