Upgrade to 7.3 from 7.2 seemed to fail, now cant login!

when I now launch SIM I get the error "Unable to connect to database. Check if database service is running"  I am running on Windows 2012.  The service account that HP SIM is running under also locks out as soon as the service is started I have reset the password on the domain account, service and using the mxpassword command.  I have also looked at the database config files with in the config directory and these all look ok. What else should I be looking at?
