How do I know who are all the users logged in Hp Sim and at what time?
Can i view the audit log based on time rather than number of entries?

Whithin HP SIM predefined collections, you can find :
Login Events
All Login and Logout Events
All Failed Login Events
this will show you all the logins successful or not.

If you go into the Event Log of the SIMS server, you can see there the logins and logouts.

Solution
You can also parse the mx.log in the SIM installation directory (subdirectory logs) for security events. I wrote a batch script to run on a daily basis and post to an IIS page for management.
The script will output login and logout events from the users of SIM. Change lines three, four or five to change your SIM log directory, report output directory or report name respectively. You may have to run it more or less often depending on your user or managed node load on the SIM server.
