VC Manager not responding -invalid username/PW

I am rumnning into problems with a new SIM install (Windows Server 2003). The VC Manager is installed and repository populated. Access is proven from another system running VCA. When I try to configure VCA manager repository settings from remote system - this occurs on at least 2 different machines, the username and password is rejected as not valid for the machine with the repository. I can login via RDP to the VCAManager machine using the same credentials and I can get to the Systems Home page(s) of the remote machines from the SIM console (same machine as repository). The VCA errorlog shows:
