VCRM unable to download VCRM_VERIFICATION.txt file, only 500 bytes served

Today's update from HPE's L2 team:

"I have reproduced the issue on other systems in the lab and am working on identifying the root cause. 
I am seeing the same issue as what you are seeing in your lab. 
It's not the same error code as what is being seen at the customer's site, but it is consistent.
I will update this case with the root cause or further action plan later this week."

Update from HPE:

Workaround solution:
* Stop VCRM service

1. Go to “HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Compaq\Version Control Repository Manager” in registry 
2. Right click on “AutoDownloadCatalogIndexUrl” and change to http protocol from https in "https://downloads.hpe.com/pub/softlib/software2/COL3293/catalogindex.xml” value data.
   -> “http://downloads.hpe.com/pub/softlib/software2/COL3293/catalogindex.xml
3. Right click on “AutoDownloadCatalogUrl” and change to http protocol from https in “https://downloads.hpe.com/pub/softlib/software2/COL3293/catalog.xml“ value data.
   ->“http://downloads.hpe.com/pub/softlib/software2/COL3293/catalog.xml“
4. Restart VCRM service.

Seems to resolve registering with the Entitlement Token, still waiting for Catalog Validation to complete before attempting a download

I have the same issue and I have tried changing the registry entries but on restarting the VCRM Service the "AutoDownloadCatalogUrl" entry automatically changes back to "https".

Any suggestions
