Version Control Manager - SIM51 - unable to update

I have been seeing the following error in the logs:

Error for file: catalog.xml
Error code: 2147500037

Error downloading remote file ftp://ftp.hp.com/pub/softlib/software2/COL3293/catalog.xml to local file C:\hp\hpsmh\data\webapp-data\vcrepository\catalog.xml.

But I can easily download the file to the server.

Anytime the scheduled download happens I end up with a 128kb file instead of the needed 6+mb. The only thing I can think of that would have changed is upgrading the server to IE7.

I have re-installed VC MGR - no change.
Anyone have any clues?
