need help on mxagentconfig

i'm install the SIM5.0 sp4 in windows 2003 and run the mxagentconfig in order to add the node, but it displayed the message:
C:\Documents and Settings\Administrator\.ssh>mxagentconfig -a -n -u root -p Failed to register as an agent to: Error: Configuration failed to complete due to the following exception:
Ssh Operation failed for node:. The connection could not be established. Reason:system policy prohibits adding unknow host automatically!
Completed with errors.
