"Setup Failed to Initialize" when installing SIM 5 SP4

Hello,
I am trying to install SIM 5 Sp4 on a win2k3 sp1 hp bl20p blade server. When I go through setup it lays down OpenSSH and WMI Wrapper and then fails on SIM. I initially had it installed on the same box and I am assuming I totally removed it prior to reinstalling. There are no errors in C:\hpsim.log. Of course, all other apps after fails as well. Any ideas?

Problem Solved. Nothing a good reboot won't fix :) Sorry for cluttering the forum.
