HP KVM J1474A power issues

I have several of these KVM's, and a three are completely unresponsive. I have power cycled them, but they do not come up. I read the post with the link to the power supply link, but the link doesn't work. What is the power supply issue?

Please call the response center (1-800-633-3600) to arrange warranty replacements if applicable. This was a service note issue that expired 10/1/2003: http://snserver.mayfield.hp.com/ServiceNotes/Snwebsite/SNDetail.asp?SNID=31505&SNNum=J1473A-02B&classIssueID=3068
