HP R3000 XR does not charge completely

Hello,
I have the following problem with my HP R3000 XR:
The charge of the battery amounts to 7%.
In standby mode the UPS fully charges, switches automatically to operate mode and discharges again.
I want the UPS to charge completely and then switch to bypass mode. (And stay 100% charged)
(Batteries are new)

Any update on that issue? mine is stuck at 25% it doesn't go futher
