HP R5000

We have an HP R5000 UPS using only the NEMA receptacle feeding a PDS. The PDS has 4 powerstrips with C13 receptacles. All the servers are plugged into the powerstrips. With this configuration, would it be correct to expect that a loss of the load segment associated with the NEMA receptacle would result in a complete power down situation?
