That is a poorly informed and severely dated article.
The paper does not contain a clear, explicit, date but appears to be from late 2001, judging be the link (200109) and a quote "HP and Intel have been co-developing the Itanium processor over the past seven years"
The PA-RISC, and Alpha chip development are long since dead.
