That depends upon your version of Serviceguard.
I suggest you read through the relevant manual for your version.

So you've not given or provided a lot of information here. But here's a good rule to follow: Is the command passive or intrusive? Is the command read only or writing?

Passive / Unobtrusive / Read Only Commands in ServiceGuard are:

cmviewcl
cmscancl

SG version is 11.16

For Serviceguard 11.16, you need the 11th edition of "Managing Serviceguard", available here:

On pages 302-303, there's a table that lists the cluster configuration changes you can make, and requirements for each.

On pages 313-315, there's a similar table for package configuration changes.
