What is the usage of .cm_start_time file?

When I changed the time zone of hpux server in HA envirment, cmhaltcl and cmruncl command hang.
syslog say I need delete .cm_start_time and recreate it to reslove this problem.
But I don't know what is the usage of .cm_start_time file.
Can anyone tell me?

This file keeps the track of the time when the cluster was started. So to change the time zone you need to stop the cluster and then have same time zone on all servers in the cluster.
And then start the cluster.
