how to change SCSII id of a AIT tape drive ( part number : 3R-A0918-AA ) ?

Not sure, but this looks like a HotPlug Tape Drive, probably it took the ID from the location where you insert it, like HDD

Ya its a hot plug one, and to set ID there are no jumpers visible,Is the ID taken automaticaly from the OS ? the OS is Tru 64 and the Server is Alpha ES40 ?

The bay backplane assign the scsi ID, like a HDD, depending which slot you insert it, you will get a different ID

the back plane has installed only a Hard drive and the mensioned tape drive.from the OS level Tape drive is not detected.But from SRM level it shows.How to make it accesible from the OS level.Is there a SCSII id conflict with HARD DISC ? How to solve this ?

I do not know Alfa servers nor SRM, but here are some notes for configuring Hotplug device in Alfa servers:

TRU64 Unix version 4.0F
When installing or adding the Compaq Universal Tape Drive into Alpha
Servers with TRU64 Unix version 4.0F installed, type the following:
SCU
SCAN EDT
SHOW EDT (This is to ensure the device is detected)
EXIT
TRU64 Unix version 5.0
When installing or adding the Compaq Universal Tape Drive into Alpha
Servers with TRU64 Unix version 5.0 installed, type the following:
SCU
SCAN EDT
SHOW EDT (This is to ensure the device is detected)
EXIT
DoConfig ├в d (This rebuilds the kernel so the drive becomes
operational.)

If we guess there is a conflict beween HARD DISK scsii ID and the Tape drive scsii , how to solve ?

Unfortunately as I told you I do not know Alfa servers.
Usualy in Wintel environment, at boot time, the bios of the SCSI HBA shows the devices discovered on the scsi bus, this is the way to identify if the device is discovered at a hw level.
What I can also say is that if you have only a hdd and a tape on the scsi bus, and both are on the same scsi id, probably no one of both will be detected and work well.

Try this
#uerf -Rr 300 |more
With this output you can check all devices found on the last boot.
press space bar to scroll down the page until you see a new device list entry.
Is imposible to change SCSI ids on hot plug tape drives, but you can do it moving the unit to another empty slot.
Make shure this enclosure is the only device on the SCSI channel and it has a terminator at the end of the bus.

# hwmgr ├в scan SCSI (scan all SCSI buses)
#hwmgr ├в view devices (show all devises on SCSI buses)

It├В┬┤s imposible that you have the same ids if the hard drive is in another slot than tape drive on an hot plug enclosure.
This enclosure will assign different ids, and it depends of the slot location.
ID0= slot1, ID1=slot2 ...
