DataProtector show error messages of "License not available 'Cell Manager of Windows'"

Hi all
Any one can help me the big problem below for DataProtector backup. Everytime I start one backup session and show this error messages "License not available 'Cell Manager of Windows'", then backup sessions abort and failed. This happened while I installed new patch and then uninstall that patch. Please help me to solve this problem.
