Exchange DP 5.5 Client

Why does DP 5.5 Exchange 2000 and 2003 client do not add the esebcl12.dll file on the system32 director? I alway have to add the file in order to detect the exchange database when i have to creat the backup specification for Exchange 2000 or Exchange 2003
