HP LTO-6 Ultrium 6250 tape drive - all LEDs blinking, no communication with computer

I found this thread (https://community.hpe.com/t5/StoreEver-Tape-Storage/All-LEDs-blinking-when-powered-no-communication-to-computer-HP/m-p/7114669#.X-KjoNhKjmE) and am having the exact same issue with my drive. All LED lights are flashing rapidly, and there is no communication with the computer.

I'm guessing it's an issue with the external case not powering the drive properly. I have disassembled the case and have tried to power the drive directly with an external molex power supply (generic external hard drive power adapter). That causes the same issue.

Does anybody have any experience with this, or can you point me to any troubleshooting tips or where to go for repair?
