I can't configuration 4/40 LTO Library on AIX 4.3.3 and AIX5.1-ML2

My environment is
Two Server
AIX 4.3.3 ML10 - FC 6228 2 Card
AIX 5.1 ML2 - FC 6228 2 Card

One SAN Switch
IBM 2109-F16

One Library
4/40 LTO1 4Drive FC-SCSI(LVD)

I configuration LTO Drive as Other SCSI Type.
But, Controller isn't.

cfgmgr(AIX Device Auto Configuration Program) is request two OS fileset.
They are
devices.fcp.array
devices.fcp.changer

But, They aren't OS fileset. I can't find they on AIX OS CD and AIX Additional Device CD.

Ofcourse This situation is same on AIX4.3.3 AIX5.1
