Please help,
How can one open the magazine doors of this unit when it is powered off.
The head is jammed on a tape and therefore I can not reboot it nor open the magazine doors.

Contact your friendly neighborhood Field Service Rep. Warantee repair should cover this.

Robert,
Switch the power of the library OFF and ON again.
Open a call at HP if this doesn't fix the issue. It is a recent library, so there still should be a HP Care Pack for the library.

Solution
Switch of the library.
When you look closely, you see a tiny hole below the doors. You can insert a paperclip in there to manualy open the door. Remove one of the magazins and see if you can get the stuck tape out. Do NOT try to move the robot since this is blocked. If you can not resolve the problem this way, call service.
