Problem with DDS tape
I've installed an old HP-UX server with HP-UX 10.20. I now want to use the internal DDS tape but unfortunately I couldn't use it. fbackup,tar and cpio didn'work. When I use the tar command I get following error message:
tar -cvf /dev/rmt/0m /apl/*
a /apl/PHCO_20388 1050 blocks
Tar: end of tape
Tar: to continue, enter device/file name when ready or null string to quit.
By running ioscan -fnkCtape I get following output:

The HP35470A is probably a DDS-2 model (could be DDS-1), and you're limited to 4/8GB capacity with a 120M tape.
Try "fbackup -v0f /dev/rmt/0m -i /apl/ > /tmp/fblog.log 2>&1" and then check the log for any errors.
If you've got a DDS-1, you're using a 60 or 90M tape, and you may well be out of space.

Give a cleaning tape to your DDS, and try again with ANOTHER tape, it looks like the tape you have is not unwinding properly given the system the impression its at the end of tape...
Well thats what I would look for first, IF you already looked at DDS compatibility...
