If you want to see the library events and health then you could use the built-in GUI or install HP's Library and Tape Tools.

Yes.
The Server (Proliant, SUN, IBM, HP, etc...)that has the backup software (Backup Exec, Netbackup, etc...) jobs controlling the library. The library doesn't have backup software installed on it.

The backup application on the server knows, what is currently running or not.
