"Device is busy"

I have a problem that I got the message "Device is busy" every time I try to run backup, verify or format the type. Does anyone know how to fix it?

ps. I am using the following:

Type Drive: Surestore Dat24i
OS:Win2k svr
SCSI Card: Tekram DC-390/u/F/W
Software:Tapeware
