"The library is busy performing..."

We have a tape library MSL5026SL that is not totally OK.
When I move a tape from a slot to the mailslot, the library move the tape correctly, but immediatly remove the tape to the slot and star a scan of all slots (as well as when I switch it on).
If I press the "move tape" button on the front panel, it display the message: "The library is busy performing an operation initiated from an external source".

What it means and how can I resolve it?
I'd just made a power off/on from the front panel, but I didn't cycle power.

Hi,

I would power off / power on the library.
Do you still see the tape drive from your OS.
Is it possible that the tape drive is defective. This is mostly the cause when tape is ejected immediatly

For complete informations...
When i load a backup or restore, it works correctly.
If I ask to access to the library, opening both the doors, it opens doors.

It may be you have conflict with your backup application.
Are you able to export for the backup application?
another test you can do is to stop the services of your backup application and after a reboot of the library to clear any reservation, try to move again the cartridges from the Front panel

We upgraded Backup Exec to rel. 10d three weeks ago and this problem started only yesterday.
I cannot cycle power completly the library because I cannot reboot servers, if library goes offline
