VLS 6218 ,showing Fibre link fail in CommandView

Hi !
We have 6218 Library with software version 2.1.0, all licenses installed, Both fibre cables are properly conneced (4Gb LED is up), Zoned in SAN Sw. But In command view VLS it is showing FC link failure.
We have also tried by installing sw ver.2.2.0-57 but same error . please Help
